“We believe that this is cruel,” said Niya Kelly, director of state legislative policy, equity and transformation at the Chicago Coalition to End Homelessness. “We know that rents have gone up, wages have stayed stagnant, unemployment is up, and we’re in a situation where a lot of people are one to two paychecks away from experiencing homelessness.”
