Educational Rights

for Students in Temporary Living Situations

Public schools are required by law to provide immediate enrollment, services, and support to students experiencing homelessness.
Every school district in Illinois has a designated staff person (a “liaison”) to help students experiencing homelessness access and succeed in school.

You can receive additional help from your public school if your family is:

  • Staying temporarily with others in their housing (doubled-up) due to loss of housing, economic hardship, or a similar reason
  • Living in an emergency or transitional shelter, on the street, in a car, or in a similar situation
  • Living in a motel, hotel, trailer park, or campground due to the lack of adequate accommodations
  • Living in any other place not regularly used as a place to live

If one of the above situations applies to your family, your child has a right to:

  • Stay in the school they were last enrolled in or the school they attended when they were last permanently housed (this is called the “school of origin”)
  • Enroll in the attendance area school for the address where you are currently staying
  • Immediately enroll in school even without normally required documents such as birth certificates, immunization records, and transcripts
  • Priority enrollment in preschool programs
  • Free school meals and waivers so you won’t have to pay school fees and fines
  • Free transportation to and from their school of origin or if needed to reliably access the school
  • Tutoring services
