If Illinois does not take action, more municipalities will pass ordinances that direct local law enforcement to fine or arrest people living on the street for having nowhere else to go. At least 34 municipalities in Illinois have passed these “camping bans” to punish people experiencing street homelessness in their community over the last two years alone. HB 1429 is a crucial step in ensuring that people experiencing homelessness are allowed to exist in their communities without fear of punishment.

Unsheltered homelessness is increasing due in large part to a shortage of emergency shelter beds and affordable permanent housing. Statewide, we have a shortage of 4,236 emergency shelter beds and 10,972 permanent supportive housing units. Local governments need to partner on constructive solutions to make sure everyone has a safe, affordable place to call home.
