NORMAL (25News Now) – The American Civil Liberties Union of Illinois and the Chicago Coalition to End Homelessness are calling on the Town of Normal to revise its newly updated code of conduct at Uptown Station, arguing that three sections of the code violate the constitution.
In a letter sent to Mayor Chris Koos and Town Council members, the groups identified concerns related to solicitation, personal property removal, and notices banning people, including the homeless, from certain areas.
The letter pointed to language that prohibits soliciting “donations or contributions of money, goods, or other tangible personal property” unless authorized through a permit, program, or written approval. The ACLU argues the rule targets free speech based on content.
