Chicago launched an audacious plan back in 2003 to end homelessness in the city. It involves recalibrating the whole array of services – steering them away from last-resort shelters, and toward permanent housing and homelessness prevention. Halfway into that 10-year plan, service providers are claiming some major successes. They’re releasing a progress report today. But some advocates say the upbeat assessment glosses over some major shortcomings. Here to help size up the 10-year Plan at its halfway point is Nancy Radner, executive director of the Chicago Alliance to End Homelessness. That’s the collection of organizations putting the plan into effect. Also with us is Julie Dworkin, Director of Policy for Chicago Coalition for the Homeless, which has at times been critical of the city’s policies.
